Largest army size is probably about 420mill I can't imagine they would be much further than the rolling cap which would undoubtably be quite repressive up there.

After STI and Reborn massed 30-40 million units from everyone in the top 100 a month ago i reckon the big guys hit a speed bump but they're probably recovered already
